10: COS MAREZ Mosul Ninewah Province | 4thAAB 1st Cavalry Division | LTC Chris Dziubek 1LT Ryan Demro | Our team replaced the 486th Civil Affairs Battalion at Contingency Operating Site Marez in Ninewa Province, Iraq. Our primary mission was the management and oversight of the Commander’s Emergency Response Program (CERP) for 2nd Brigade Combat Team/ 3rd Infantry Division and later the 4th Advise & Assist Brigade/ 1st Cavalry Division. We fell in on over 300 projects in progress valued at $42.7 million. Monitoring and execution of these projects became our immediate task following proper training. LTC Dziubek was charged with most of the reporting to Brigade and Division. LT Demro was the team’s assigned Project Purchasing Officer. SFC Globlek was trained as the Pay Agent and SGT MacKinnon was primarily responsible for oversight of subordinate units and processing payments. Our linguist Maria translated many project related documents and also joined us on many missions as our primary translator. The majority of our missions, forty-nine in all, were associated with CERP projects, but there were occasional Key Leader Engagements and humanitarian assistance drops. These missions were critical to maintain our sanity as the remainder of the work was at the Brigade Headquarters in our office. Many of our projects were the brainchildren of Foreign Service Officers at the Ninewa Provincial Reconstruction Team (PRT). This partnership is well-known and has been tremendously successful in rebuilding Ninewa Province and navigating the turbulent ethnic and religious waters at this end of the Tigris River. The presence of the Sunni, Shiites, Turkomans, Caldeans, Assyrians, Yezidis, and the Kurdish, made for a complicated mosaic of military and diplomatic challenges and opportunities. Nevertheless, each group had common needs that generally emerged from the dysfunctional nature of the government in Bagdad. This explains the origin for many of our projects, including schools, health clinics, road repairs, and farm equipment purchases to stimulate the local economy.

12: COS MAREZ Mosul Ninewah, Iraq | COS MAREZ Mosul Ninewah, Iraq | COS MAREZ Mosul Ninewah, Iraq | COS MAREZ Mosul Ninewah, Iraq | COS MAREZ Mosul Ninewah, Iraq | COS MAREZ Mosul Ninewah, Iraq | FOB WARHORSE Baqubah Diyala Province | 2nd AAB 25th Infantry Division | MAJ Paul Sanders 1LT Jeremiah Gebhart | Team Warhorse arrived on 1 Sep 10 and was immediately tasked to clean-up, manage, and closeout over 5,000 Micro-grants and 187 traditional CERP Projects. These projects were strewn over 2 Provinces (Diyala and Salah Ad Din) and totaled over $60 million. This specific mission required oversight on all facets of project management to include documentation, clearances, CIDNE input, and closeout. Also, the team assisted in cleaning up over 900 projects that were started but never closed out from previous operations in the 2 Provinces since 2003. The 2-25th AAB was undermanned in the S-9 shop, arriving with only 1 Major, and a SFC who was assigned to support PRT operations in SaD. The Brigade structured their operations into Task Forces and the S-9 fell under TF Stability. All future missions that fell under stability/civil-military operations was owned and managed by our shop, and the 412th CAPT made up 80% of all personnel assigned. The team played an integral role in preparing, coordinating, and training many members of the 4th and 5th Iraqi Army Brigades. During this training the CAPT was responsible for developing a CMO SOP, YTC, and assessment tools which will enable the Iraqi Division's further development of their CMO assets and abilities. This mission required members of the team to work under austere conditions with limited oversight and security. CAPT members also played an integral role in coordinating and syncing with both Provincial PRT's. The team took the lead role in managing the Provincial Planning Reconstruction Committee (PPRC)and conducted bi-weekly meetings with key PRT and Provincial leadership. This forum was the final step in approving and syncing all reconstruction activities in 2-25's AO. The team was actively involved in many PRT missions and was successful in achieving gains by solving critical issues throughout the 2 provinces to include the Bayji Oil Refinery which is responsible for over 70% of all Iraqi oil production. Based on the mission set that was given we are extremely proud of what we have accomplished during the team's Operation New Dawn tour. The CAPT concept was new and most of the strategic CMO planning was accomplished before we arrived. This fact along with the limited tactical opportunities made this mission unique and out of the team's comfort zone. However, the experience gained by working with PRT's and the Brigade staff can only enhance the leadership abilities of each member and will allow us to apply what we have learned during future military missions.

14: COS WARRIOR Kirkuk Tamim Province | 1st AAB 1st Armored Division | 1st AATF 1st Infantry Division | MAJ Jeff DeLay CPT Natasha Salvador | Our team was assigned to 1st Brigade, 1st Armored Division until November 2010, then to 1st Brigade, 1st Infantry Division for the duration of the deployment. Within the Brigade S9 shop, MAJ De Lay was the Brigade S9, a Project Purchasing Officer (PPO) and an advisor for oil and electricity, 1SG Stone was BDE CERP Manager and a Project Purchasing Officer, CPT Salvador was the EFT Manager and a Paying Agent, and SPC(P) Corder was the CIDNE(Combined Information Data Network Exchange) Manager. Highlights include the Humanitarian Assistance distribution of 8500 food bags, clothing/school kits, and candy/toys to the local Iraqis. SPC(P) Corder received his first AAM and Brigade Commander’s Coin for his excellent work with CIDNE. CPT Salvador, as the Women’s Initiative Program representative, attended the Women’s Entrepreneurship Small Business Graduation where 50 Iraqi women graduated and she was interviewed by AFN. MAJ De Lay and 1SG Stone, along with the Kirkuk Department of State Provincial Reconstruction Team (PRT), were the initiators of the Micro-grants that were presented to these women. The team handled approximately 168 CERP projects with value over $68 million in goods, supplies and infrastructure to aid the Iraqi people. The team’s primary mission was administrative support to two Battalions and the PRT. CPT Salvador participated in 4 missions, 1SG Stone participated in 4 missions, and SPC Corder participated in 15 missions. MAJ De Lay, due to his involvement with the PRT, participated in over 50 missions. All missions supported the Iraqi people in the rebuilding of their country.

16: CAMP RAMADI Ar Ramadi Anbar Province | 4thAAB 3rd Infantry Division | CPT Roy Graham CPT BW Osten | Team Anbar (aka Team Buck) formed in June 2010 to prepare to deploy to Anbar Province in western Iraq with 4th Brigade, 3rd Infantry Division. The team arrived at Camp Ramadi on 9 September 2010 and immediately began the transition process with the outgoing team. The BDE S9 (Civil Military Officer) made it clear that the employment of Team Anbar would be a dynamic and evolving mission set, lending support to the BDE’s Maneuver BN’s, the Anbar Provincial Reconstruction Team with CERP expertise, HA mission expertise, and Civil Military mentoring. The S9 had an ambitious plan to support groups that needed assistance to set the conditions for the Iraqis to be able to execute Humanitarian Assistance missions on their own. The BDE collected, purchased and distributed over 500,000 pieces of Humanitarian Assistance in addition to over 150 tons of beans, rice, oil, etc. CPT Graham served as BDE CERP Manager and Deputy S9, and was PPO for several projects to include the purchase of portable ultrasounds and large format health posters for the Ministry of Health. He also coordinated PRT movements and distinguished visitor visits. CPT Osten served as S9 operations officer, and provided training and assistance to 3/7 and 3/15 Infantry for civil capacity building in Anbar. He also was assigned as a Liaison to the PRT, and a Project Purchasing Officer responsible for overseeing four major construction projects in the province. CPT Osten was key to developing and executing 26 Brigade and Joint Brigade-Provincial Reconstruction Team (PRT) CERP Project/CMO Events across Anbar Province, totaling more than $2.1 million. SSG Downey served as the team NCOIC, responsible for the health and welfare of all team members and the Brigade S9 Section, and day to day operations. He collected and distributed over $2.8 million of Humanitarian Assistance, allowing the Battalions to reach out to families and communities in virtually every corner of Iraq’s largest province. He also served as a Brigade Pay Agent for CMO and was able to manage $60,000 with zero errors. SGT Fitch served as Civil Information Management NCO and was tasked to track and maintain records of all Civil Military Operations performed by 4/3 AAB, and all of 4/3 AAB’s and the PRT’s CERP projects. Through SGT Fitch’s tireless efforts, the 4/3 AAB was able to maintain a positive status on all tracking mechanisms making her a vital asset to the Brigade. SGT Fitch was also instrumental in subordinate battalion coordination, aligning efforts with both 3/7 and 3/15 Infantry, providing much needed experience and recommendations on project selection and task organization. The team has been fortunate to witness several positive changes in Anbar and also the surfacing of several future challenges for the Anbar Provincial Government and Government of Iraq. A comment by the 4/3 AAB commander, COL Lou Lartigue, was taken to heart by the team in all that we accomplished and set out to achieve; “for most Iraqis in Anbar, this might be the last time they see an American.”

18: CAMP LIBERTY Baghdad Baghdad Province | 1st AAB 3rd Infantry Division | 2nd AAB 1st Infantry Division | MAJ Paco Morera CPT Barry Mattson | Our team spent the year working for two Advise and Assist Brigades; 1ST Brigade of the 3rd Infantry Division and 2nd Brigade of the 1st Infantry Division, and was instrumental in providing urgent humanitarian assistance to the local Iraqi citizens and developing the civil capacity efforts for the Government of Iraq in Baghdad province. Each team member made significant contributions to the overall success of the mission. SGT Spence was embedded with the 5-4 Calvary Squadron at COP Falcon as the Civil Military Operations Advisor and Squadron S9. He was integral to the Squadron’s success in managing the Commander's Emergency Response Program projects by providing economic and urgent humanitarian relief to the poor and displaced civilians in southern Baghdad. Early in the deployment, he was a key player in maintaining a CERP database and was directly responsible for closing out over $5 million dollars in CERP projects. As the brigade CERP manager SSG Alm managed our CERP tracking database of over 3,800 projects dating back to 2007 and totaling over $546 million. He oversaw the QA/QC of over 60 projects worth over $9 million. While serving as the Brigade Pay Agent, SSG Alm made payments totaling over $1 million and aided in project management. These included the purchase of humanitarian aid, procurement of water flow meters for the Ministry of Water, and a school renovation project. SSG Alm conducted tactical missions and met with local Sheikhs, council members, farmers, Iraqi Army and Police, local market merchants, dairy plant workers, 4H groups, students, and was the cornerstone to the success of the Brigade's Operation Outreach initiative. CPT Mattson worked in Taji with the 1-18 Inf Bn in northern Baghdad. He assisted in development and execution of a $28,000 irrigation canal pump, was the project manager for a $265,570 school renovation project, and supervised the completion of a $1 million hospital repair initiative. CPT Mattson conducted numerous missions to a variety of civil objectives in permissive and non-permissive areas. Captain Mattson’s civilian experience in agribusiness rendered him essential to the Provincial Reconstruction Team - Forward Presence North’s agriculture revitalization plan by educating local farmers and promoting modern farming and irrigation techniques through development and implementation of demonstration farms and community farms. As the Brigade's Project Purchasing Officer, MAJ Morera acted as the project manager for 12 CERP projects totaling over $1 million. MAJ Morera immersed himself in managing the CERP project portfolio for two AABs, consisting of 500 projects worth over $10 million. His team managed, procured, and distributed over $500,000 in medical and dental supplies, 20,000 food bags, 10,000 blankets, 4000 school kits, and 500 wheelchairs, providing humanitarian relief to over 500,000 Iraqi citizens. Team Baghdad helped set the conditions for the transition of stabilization, reconstruction, and development to the Iraqi civil authorities. The success of Team Baghdad was a cumulative effort of all four members and the team paved the way in setting the conditions for an enduring Iraq-US strategic partnership.

19: SSG Jason Alm SGT Richardo Spence

20: CAMP LIBERTY Baghdad Baghdad Province | 1st Armored Division | 25th Infantry Division | LTC Dave Volkman CPT Mike Lanese | The team arrived in Iraq on 07 September, and settled in at Camp Liberty (about 20 minutes west of downtown Baghdad and adjacent to the Baghdad International Airport). We were attached to the 1st Armored Division until transfer of authority to the 25th Infantry Division on 20 Dec 2010. As part of the 1st Armored Division we were assigned to the civil-military operations/G9 section and assumed responsibilities for civil affairs planning and projects. As part of the 25th Infantry Division we coordinated activities related to the transition of projects, programs and relationships to the Government of Iraq and US Embassy. Collectively the team participated in 65 missions outside the wire and completed over $6 million in projects as a project management team. Our primary focus was on the rural Abu Ghraib area of Baghdad province. Working with the US Department of State, the US Department of Agriculture, the US Agency for International Development and several Iraqi civilian organizations, we helped revitalize the area's agricultural industry. Before the Saddam Hussein era, agriculture - especially dairy - thrived in Abu Ghraib. Thirty years of war and neglect nearly wiped out the industry. Through carefully designed and selected projects, the team contributed to a long-term strategy of self-sufficiency and regional prosperity. We managed construction projects that renovated and rebuilt facilities, purchased equipment for agricultural operations, and provided training for the local farming community. We developed a close relationship with Baghdad University's College of Agriculture, which emerged as both a critical partner for the US and a key component in the strategy of transitioning reconstruction and redevelopment to the Iraqis. In addition to managing key agriculture initiatives, the team had the unique privilege of managing a renovation project for the Aqur Quf Ziggurat museum. Built by the Kassites around 3,500 years ago, the Ziggurat is an historical and cultural icon for the Iraqi people, and the museum on the Ziggurat site was once a popular tourist attraction. Team Division managed a project to restore the museum so the Iraq Ministry of History and Ruins could re-start tourism and research at the site.

21: CPT John Miller

22: COS KALSU Al Hillah Babil Province | 3rd Armored Cavalry Regiment | CPT Jason Duffee CPT Amy Hutson | Team Tar Heel arrived in theater and was immediately integrated into the 3d Armored Cavalry Regiment. The team was given the mission of managing the civil capacity efforts in the Karbala, Babil, Wasit, Najaf and Diwaniyah provinces. The team managed several million dollars worth of reconstruction projects across the five provinces. They assisted with developing projects for funding as well as ensuring the projects were closed out correctly once complete. The team was responsible for a very large geographically area that made operations slightly more challenging than what was experienced on previous tours. There were several opportunities to travel on site to different projects in the provinces and conduct post-assessments and progress inspections when assistance was needed by the Squadrons or Provincial Reconstruction Teams. Captain Duffee and Captain Hutson were also responsible for training 3d ACR personnel to act as project officers and pay agents for projects. This was critical to successfully managing projects in the provinces because the team only had four organic personnel and could not be present everywhere to manage all the projects necessary for developing civil capacity amongst the five provinces. SSG Hansen made a huge contribution by collecting and consolidating all known information regarding reconstruction efforts in the five provinces since 2003. He worked closely with the PRTs and Squadrons to find old data and organize it into a manageable database for civilian and military leaders to reference. This database turned into an excellent tool that was used in conjunction with GIS software to depict where and how money was spent by the United States over the course of the war. CPT Duffee had several opportunities to make a difference during the winter months. He traveled to Najaf for several weeks to work on a few large projects to rebuild civil capacity in the province. He worked with the Director of the Najaf International Airport and negotiated for the USG to provide the airport with $384,000 of security and automation equipment to improve passenger and cargo operations. CPT Duffee also evaluated an agricultural research center and several bridges while in Najaf. Captain Hutson was responsible for reviewing and validating all closure packets and funding packets sent to Division. She built an excellent working relationship with the G9 and G8 staff of both 1 ID and 36 ID during the tour. Her efforts were focused on ensuring all the 3d ACR CERP and ICERP projects followed the guidelines according to MAAWS (Money as a Weapon System). SGT Kozubek assisted Captain Hutson with managing the CERP and ICERP projects and also was responsible for inputting all the project data into CIDNE for historical purposes. His efforts along with SSG Hansen’s were key to ensuring the all the money and time spent by the United States improving civil capacity in the provinces would not be forgotten.

23: SSG Bjorn Hansen SGT Tom Kozubek

24: COB ADDER Nasariyah Dhi Qar Province | 3rd AAB 4th Infantry Division | 1st AAB 1st Cavalry Division | MAJ Mike Smith CPT Perry Thomas | We were based out of COB Adder, Iraq and worked for in the southern four provinces of Basrah, Muthanna, Dhi Qar, and Maysan. The team combined for 52 missions outside of COB Adder. Some of these missions involved project inspections on a number of different CERP projects to include schools, water purification, electrical generation, agriculture, courthouses, roads, veterinarian equipment, rule of law, healthcare, and welding projects. The team also put together a Medical Civil Military Operation (MCMO) training program for the Dhi Qar and Muthanna Provinces which involved meeting with medical professionals over a period of 3 months to help identify specific medical training needs in each of the provinces. In the end, the team was responsible for the oversight and closure of 105 CERP projects in excess of $33 million dollars. The team also conducted daily staff work at the Brigade and Division levels, conducting analysis and maintaining oversight on projects and programs supporting economic development, agriculture, and rule of law. The team was tasked to cover down on all civil capacity issues across the southern 4 provinces in Iraq. This involved many working groups in coordinating with Task Forces, Provincial Reconstruction Teams (PRTs), Brigade staff, and Division staff. Other aspects of this staff work included detailed analysis of Iraq’s oil infrastructure to include current capabilities and issues moving forward. The team also did a similar assessment of all essential services in southern Iraq breaking down services delivered in the areas of sewer, water, electricity, trash removal, transportation, and hospital/healthcare. The team was placed in charge of high visibility conferences that involved civil capacity development. One significant conference that the team organized was the Southern Iraq Engagement Strategy Conference (SIESC). The Ambassador of Iraq, several General Officers and top representatives from Dept. of State, Office of Provincial Affairs (OPA) and United States Agency for International Development (USAID) were all in attendance. The team also organized two Southern Iraq Agriculture Working Groups (SIAWG) that took place at COB Adder. These 2 conferences included agricultural experts from the southern nine provinces along with Brigadier General Sanders, Brigadier General Dragon, Dept. of State, USAID, and local Iraqis from INMA. The purpose of the conference was to discuss current agricultural issues with a goal of improving agricultural practices in southern Iraq.
