FC: Joan: A Cornerstone
2: Dear Joan, I had heard about you before I met you. That was back when I was a young Army major and you were a young Department of the Army civilian working at USAFAC in Indianapolis. You probably will not even remember this because it was business as usual for you - but for me it was a big adventure in helping build what would become US Central Command and I was working in an area I knew very little about. You were the lady in Foreign Military Sales. I was the young Comptroller for the Rapid Deployment Joint Task Force at MacDill Air Force Base in Tampa. We were a small headquarters still struggling to get our arms around the mission responsibilities President Jimmy Carter had given us. Our area of responsibility (AOR) was "Southwest Asia" and, as it turned out; foreign military sales were a large part of the agenda. You brought a small team to visit us at MacDill and along with your staff; I think of only one other person, you brought your expertise and willingness to help. I greatly appreciated it then and still do to this day. You helped make us successful. When I was invited to apply for the Board of Directors position at Financial Center, I asked who was on the Board. Yours was the first name mentioned and I said that is good enough for me. If Joan Simmons is a part of this organization, it must be well run. I was not the least bit disappointed when I did become a member and sat with you in the board meetings. (Oh yes, we shared a very short time together on the CUSO Board. Sorry that time was not longer but the invitation to the other Board proved to be more persuasive to me.) I was delighted to serve with you and listened closely to what you had to say and the counsel you provided to the entire Board. That small interaction in Florida, many years before, had let me know that you were a lady who knows her business and I could once again profit by listening to your sage advice. Thank you for the contributions you made not only to our credit union but also for those made many times over in your past service to our country, both in uniform and as a Department of Army civilian. 6: Board of Directors 1985 - 2009 | I loved working with Joan Simmons on the Supervisory Committee, Board of Directors, and Credit Union Service Organization. She taught me many lessons (i.e. trust but verify, look for the hidden agenda and do your homework before making a final decision) which I still use today as I manage business operations in DFAS. Joan is a personal friend who helped me get started on the right track with Finance Center Federal Credit Union (FCFCU) We performed the first audit of Germany branches together which led to critical safety and soundness changes in underwriting to improve the credit union's capital position. Joan and I have spent years on the FCFCU and CUSO Boards working together to improve services offered to the membership. We were not always in agreement, but I was smart enough to listen to her opinion as she forced management and the Board to question our decisions and ensure we were making the right choice for our credit union members. Mrs. Simmons was an important asset to FCFCU and a dedicated volunteer who gave of herself for FCFCU membership, management and the employees. Greg Schmalfeldt

11: A Special Tribute For Joan Simmons On behalf of the entire Finance Center Federal Credit Union Staff and Board of Directors, both current and past, we want to thank you for the many contributions and dedicated volunteer service you have provided to our membership. For more than twenty-five years, you have constantly demonstrated your strong concerns for our individual credit union members and have fought for their rights and just rewards. During this lengthy and noteworthy career, you have served in many capacities, to include Board Chairman and Board Secretary and have also chaired several of our most important committees. Your wisdom, patience, and guidance have been instrumental in the many decisions that have helped FCFCU survive and prosper over these many years. We regret that you have decided to step down from these many volunteer assignments but we want you to know how much your past accomplishments have been appreciated. Good luck to you JOAN SIMMONS and we know you will approach the future with the same perseverance and positive attitude that has made you such a valuable resource to our Finance Center Federal Credit Union staff, Board of Directors, and our members. 16: "...you were always there for the members." | Dear Joan: It is not often that one must bid good-bye to someone that has devoted over a quarter of a century to a cause. In this case, you have steadfastly maintained a constant vigil on behalf of the members of Finance Center Federal Credit Union over that period of time. You have seen some very good times and you have experienced some that were not so good, yet you were always there for the members. You and I have not always agreed on every item up for debate, but that has been a good thing. It has made me focus on your vantage point and consider how my proposals might be received or perceived by the members. I have always believed that "where everyone thinks alike, not much thinking is going on". In every business issue that has been presented to us, your first and foremost concern has alway been for the member. How can we imporve for them? How can we give back? Is this really what they want? Those kinds of questions indicate where your allegiance has always been - with the member, as it should be.

It is difficult, if not impossible, to replace the depth and breadth of experience that you have brought to the table during my tenure at FCFCU, but rest assured that I will continue to ask myself, "How would Joan feel about that?" when the tough issues come up. You should be extremely proud of the way you stepped up for the members, took on the responsibility and executed on their behalf.
