3: Before his death, John F. Kennedy proposed the ideas of passing a strong civil rights bill in congress. This was supporting factor in the decision of having a "March on Washington". The idea was said to have been proposed since 1941, but was never initiated until around the early 1960's, when the SCLC, CORE, NALC, and Randolph decide to stand up. | "Free at last! Free at last!
