FC: How a bill becomes a law
1: Im going to tell you how a bill becomes a law! | Come on! We've got alot to cover, its not easy for a bill to become a law you know!
2: a bill first comes to someone as an idea.
3: Only a member of congress can susponsor a bill
4: HOPPER | In the house, the bill is put into the hopper and waits it turn.
5: a bill clerk assigns the bill a number, and then the bill is referred to the proper committee | COMMITTEE
6: if the committee agrees that the bill is ready, it is favorably reported and recorded on the house calender | i think june 4th sounds good!
7: the bill is carefully considered on the house floor, and more amendments may be made. | Come on we'bve still got a little ways to go!
8: Then the bill is read by title and put to a vote. Members may vote; yes, no, or present. | vote yes!
9: if a bill passes in the house, it goes through similar steps in the Senate
10: A bill is "enrolled" once it has passed in both chambers and is sent to the president. | So am i almost done? | Almost! you've only got a couple more steps to go through
11: if the bill passes in both chambers, and the president approves it, the bill becomes a law! | WHOO HOO! Im a LAW! | Do you know what would have happened if the president didn't approve you?
12: If the bill passes in both houses, but the president vetoes it, it's back to the drawing board for a bill! | VETOS
13: Even if the President has vetoed a bill, the bill can still become a law if Congress vetoes to override the veto | So i can still become a bill even if the president doesn't like me? | Of course you can, Congress can override the president! so your a law now!!
