2: -World War 1 started only after a year he took office -At first administration was to adopt a policy of strict neutrality -After the outbreak of the war in Europe, Wilson gradually became pre-occupied with foreign policy issues -Worked on efforts dealing with international issues -German subs later ended up sinking 2 passenger ships - Under his leadership the United States declared war against Germany in 1917
4: -At first tried keeping U.S. in a state of neutrality after the initial outbreak of World War 1 -Such efforts became increasingly difficult as submarine attacks on merchant ships increased as well as the sinking of the Lusitania and the Arabic -After being renominated in 1916 his hopes of mediating an end to the war were gone when in 1917 Germany issued a proclamation declaring its intent to pursue a policy of unrestricted submarine attacks -On April 2, 1917 Wilson asked congress for declaration of war saying "The world must be safe for democracy"
