1: How a blizzard forms is when cold, dry polar air meets warm, wet, lower latitude air. A blizzard is a severe snowstorm characterized by winds of 35 mph and low temperature. A blizzard is predicted the same way as any other storm.

2: A blizzard can deal damage by caving in roofs, taking out power lines and covering up covering things in deep snow like cars, roads, etc. The number of deaths associated with blizzards is unknown to me.

3: Tips for blizzards are stay indoors, keeping heat sources and light sources and listen to the news or radio. Blizzards are most likely to form in the northern most parts of the u.s., Canada and the poles or any other cold spot.
